Summary

The purpose of this paper is to clarify the direction of primary education reform in Germany. Germany is a federal state, with 16 states. The States are pursuing their own education policy. As a coordinating body between the states, the KMK (Permanent Conference of the Ministers of Education of the Länder) has established a general agreement. Each state pursues its own education policy based on the framework of the KMK Agreement. Germany's primary education reform aims to:
First, the 2020 KMK School System Agreement made it clear that the goals of school education are competency-oriented. Many of the state's school education goals also stipulate competencies. Second, in order to improve abilities, skills, and competencies, primary schools have provided support to children and students who are particularly disadvantaged. The 2024 Primary School Agreement aims to guarantee quality by setting total teaching hours and minimum hours for core subjects. Several states that do not meet the conditions of the Basic School Agreement are already in the process of changing the regulations. Third, to verify competencies, Germany conducts its own surveys every five years.
