This study aimed to clarify the characteristics of Japanese who intend to travel abroad during the COVID-19 pandemic or when it is over. An online questionnaire survey was conducted in February 2021. Participants were Japanese aged 18–39 years. A total of 1,747 valid responses were collected. The results showed that most respondents intend to refrain from travelling abroad until things settle down and the pandemic is under control. As for travel destinations, countries and regions within a short distance from Japan, as well as English-speaking countries and regions, were preferred. The characteristics of those who intended to travel abroad as soon as possible after restrictions are lifted are as follows: they do not plan thoroughly in advance; they do not consider the number of COVID-19 cases in the destination country; and they are less willing to accept the various restrictions and conditions for overseas travel that have been imposed since the pandemic and want to travel as they did before the pandemic.
