Data shows that Japanese junior high school teachers are extremely busy, even by global standards. The average workday exceeds 11 hours, which is considered long hours. One of the reasons for this is “school club activities”. In order to solve this problem, the “Reform of Club Activities Based on Reform of School Work Styles” was announced by the national government in 2020. This government reform clearly states that from 2023, club activities on holidays will gradually be shifted to local communities, and that a system for club activities in which schools and communities collaborate and integrate will be established. In this study, we report on the practical implementation of the “Future Bukatsu” feasibility study (FS) project conducted by the Ministry of Economy, Trade and Industry (METI) in 2021 to verify how the project should be operated and how to secure locations and leaders for local clubs, and examine the issues that emerged and the future direction of the project as the implementation proceeded. As a result, it was found that three perspectives are important for the transition of club activities to regional clubs being promoted by the national government: “effective and efficient operation,” “securing profits for sustainable club management,” and “organizing the relationships”. Furthermore, it became clear that the schools, government, and local clubs should continue to collaborate in ongoing discussion and practice.
