A globalizing world generates the use of English as a Lingua Franca (ELF) as a result of international communication. The importance of English as a Lingua Franca to English language learning has been stressed by many scholars (for a review, see Murata, 2016). However, few studies have addressed the issue of ELF-oriented assessment. This study addresses the theory of English as a Lingua Franca (ELF) and its importance to English language assessment. A comparison between an ELForiented speaking rubric and a standardized IELTS rubric will focus on differences in test construction, scoring, and impact on students’ language learning. ELF oriented assessment will contribute to ELF ideology and address difficulties in creating such a rubric due to the complexities of ELF communication and pedagogy. However, there is a need to take an ELF-oriented rubric into account if we are to improve ELF oriented assessment.
