The role of universities in contributing to society as the core of solutions to regional issues has
been gaining importance, and the challenge is how to implement regional development in collaboration with universities in areas where there is an absence of higher education institutions. Against this
backdrop, Kikugawa City in Shizuoka Prefecture is promoting regional development through cooperation with junior high schools and high schools in the city and with higher education institutions in
adjacent areas, and the city is open to newcomers in this area. This paper summarizes the possibility
of building a collaborative network and developing design between universities in remote areas and
the region, using as a case study a project in which the author and volunteer students participated
together with a general incorporated association that plans and manages cultural and artistic projects
in Kikugawa City. The paper then analyzes the management system, student engagement, and the
perceptions of the local community and students.
