深刻化・複雑化するいじめ問題に対し、学校の対応の基盤となる法律的アプローチと道徳的アプローチの性格を整理し、両者の矛盾や葛藤を明らかにした上で、現状と課題を検討した。その中で、生徒指導・学級経営の部分を担当し、いじめ問題の解決には、法律と道徳の両視点を統合しつつ、それを実質化する教師の認識と組織的対応が鍵であることを示した。
