「教育特化型AI」という語は政策・実務で広まりつつあるが，その定義は体系化されていない。本 発表はOECDの政策報告書とUNESCOの論集を比較し，両文書が汎用AIと異なる「教育的 な AI」の条件をどう記述し，その効果の根拠をどこに置いているかを整理する。「答えを与 えない」等の対話設計の位置づけを検討し，教育特化性を AIの外側の設計（学習デザイン） を含むシステム全体の問題として捉える視点を提示する。
