Note

The purpose of this study is to examine cross-national reforms in federal policies and practices affecting public education in Japan and the United States.  In particular, the No Child Left Behind Act of 2001, an educational reform law to bring about improvements in American student achievement through increased accountability, is analyzed in relation to education reforms, such as the Rainbow Plan
